MEASURE FACT SHEET

Support to the environmental rehabilitation of abandoned mining zones and to the improvement of the performance of the mining industry.

Beneficiaries

Enterprise holding the concession for the rehabilitation works in abandoned mines. Bodies from the Ministry of Economy and Innovation.

Activity Sectors

Industry. Exceptionally, other activity sectors may receive support.

Type of Projects

  • Preliminary and complementary studies;
  • Environmental rehabilitation of abandoned mining zones through site requalification, fostering the safety and welfare of the surrounding areas and the economic development of the regions in which those are located;
  • Initiatives to improve the performance of the mining industry which aim at improving the performance of the mining industry and contributing to sustain its spatial planning.

Eligibility Requirements

For the Project

  • To comply with the Measure's objectives and the established policy guidelines or sector strategy;
  • To have received a favourable opinion of the Follow-up Committee, set out in the concession contract for the environmental rehabilitation of derelict mining zones;
  • To present a cost structure sufficiently detailed, reasoned and adequate to the goals to be achieved;
  • To have a maximum life span of two years (except under special circumstances);
  • To have started no earlier than six month before the submission of the application, provided that this does not imply an implementation higher than 20% of the investment;
  • To have human resources with curricula that ensures a suitable project implementation.

Eligible Expenses

  • Charges related to the preparation of preliminary and complementary studies;
  • Acquisition of specialised technical services;
  • Preparatory works;
  • Necessary charges related to the carrying out of characterisation actions, technical projects and rehabilitation works;
  • Purchase of information and logistics;
  • Technical assistance;
  • Expenses incurred into by the beneficiary and related to additional resources, human and other, necessary for the project;
  • Travel expenses;
  • Dissemination actions;
  •  Internal costs imputed to the project.

Non-Eligible Expenses

  • Purchase of second-hand goods;
  • Charges related to the purchase of buildings;
  • Purchasing of furniture and other equipment (except those referred to in the Measure implementation regulation);
  • Structure charges and administrative expenses of the beneficiary entities (except those referred to in the Measure implementation regulation);
  • Deposits and other bank guarantees;
  • Motor vehicles and other transport equipment;
  • Working capital.

Incentive

Non-refundable incentive equivalent to 100% of eligible expenses, after deduction of any revenue perceived, within the following limits:

  • €1.000.000 for preliminary and complementary studies;
  • €2.500.000 for environmental rehabilitation of abandoned mining zones;
  • €400.000 for initiatives directed to the improvement of the mining industry performance.

Mainland Portugal and the Autonomous Regions.
