MEASURE FACT SHEET

Support to the stimulation of hotel and tourism schools of INFTUR, aimed at introducing new skills or reinforcing the existing ones.

Beneficiaries

Institutional training bodies, either public or private.

Activity Sectors

Tourism. Exceptionally, support may be granted to other activity sectors.

Eligibility Requirements

For the Promoter

  • To be legally established and registered, in compliance with the applicable legislation;
  • To have an organised accounting system, according to the applicable legislation;
  • To have fulfilled all obligations related to taxes and social security, and towards the paying agency responsible for the incentive;
  • To have a balanced economic and financial situation;
  • Whenever support to vocational training exists, to meet the requirements included in the regulations governing ESF (European Social Fund) support;
  • To comply with national and community environmental laws;
  • When applicable, to maintain the project within the established activity and geographical location for a minimum period of 5 years, starting from the signature of the contract;
  • To comply with any other specific rules for the activity sector, namely to have the required legal capacity to carry on the activity, and, when applicable, to assume the commitment to maintain the project within the established activity and geographical location for a minimum period of 3 years, to be defined in the contract.

For the Project

  • To match the objectives of the Measure, and the policy or strategy guidelines established for the sector;
  • Whenever it includes vocational training actions, the training plan must be coherent and in line with the project purposes, and comply with the regulations applicable to ESF support;
  • To be in line with the medium-term strategy of the promoter; this has to be proved by presenting a Strategy Plan or an explanatory statement, in the case of Stimulation of Tourism Training Infrastructures;
  • It must not have been launched before the application submission date; the expenses paid before this date are not considered, except for advancements for down-payments on land, building materials and equipment - up to 50% -, and for studies and projects, provided those have been made less than 60 working days before, and were essential to decision making; the exceptions also cover the expenses incurred for Vocational Training preparation;
  • To have received no other support whatsoever for the same eligible expenses, funded within this Action;
  • When applicable, to prove the immediate availability of the site necessary for the installation;
  • To have a maximum duration of 2 years;
  • To be designed in accordance with the defined structure;
  • To have guaranteed the necessary financing sources, and to be adequately financed by equity capital, according to an indicator to be established;
  • To present the internal training plan, whenever this is included in the project objectives;
  • To present a duly detailed cost structure, explanatory and adequate to the objectives to be achieved;
  • To integrate qualified human resources

Incentive

The ERDF (European Regional Development Fund) incentive may reach a maximum rate of 75% of the eligible expenses.

Application Submission

Applications shall be submitted by filling in the adequate form, available in the reception desks of the Ministry of Economy and Innovation.

Applications to this Measure are now suspended  (Ministerial Order no. 19624-B/2006, of 25 September).
