MEASURE FACTSHEET


Support to the use and valorisation of the national historical heritage, in order to increase the accommodation offer in Historic Inns (hotels located within national monuments, convents, castles or fortresses).

Goals

  • To create a network of historic inns,
  • To modernise the existing inns,
  • To increase the accommodation offer in inns,
  • Rehabilitation/renovation of the historical and architectonic heritage.

Tourism.

Type of Projects

  • Projects for rehabilitation of buildings, in view of setting up historical inns;
  • Projects for renovation and extension of historic inns or inns located in historical centres;
  • Design studies and projects aimed at the materialisation of the investments defined above.

Eligibility Requirements

For the Promoter

  • To have fulfilled all obligations related to taxes and social security, and towards the incentive paying agencies;
  • To have an organised accounting system, according to the relevant legislation;
  • To have concluded other projects supported by PRIME or to have fulfilled all obligations related to such projects;
  • Whenever support to vocational training exists, to meet the requirements established by the regulations governing ESF support.

For the Project

  • Whenever legally required, architectural plans or investment specifications shall be previously approved by the entity in charge;
  • To contribute to the mission and stability of the promoter;
  • The project shall not have started before the application submission date, except in relation to advancements for down-payments on land property, building materials and equipment (up to 50%), and for studies and projects, provided those have been carried out less than 18 months before (or 30 months before, in duly justified cases),
  • To have a maximum implementation period of 30 months, except under special circumstances;
  • Whenever the works require a specific legal public tender procedure, the final report shall have been issued;
  • Whenever including vocational training activities, the training plan shall be consistent with the project objectives and respect the regulations governing FSE support.

Eligible Expenses

  • Purchasing of land property neighbouring the historic inns that are the object of the investment project;
  • Construction of infrastructures and buildings, with the purpose of setting up the inn or adjacent recreational and leisure areas;
  • Other construction works or facility rehabilitation or renovation works, when directly related to the development of the activity or leading to improvements in health and safety conditions;
  • Purchasing of equipment, including computer systems;
  • Archaeological studies;
  • Studies, plans, works monitoring and management;
  •  Publicity and marketing;
  • Additional costs originated by price increases, modifications in the plans, supplementary works, price reviews and contingencies;
  • Transport, insurance, assembling and disassembling of equipment;
  • Intervention of certified public accountants;
  • Vocational training.

Non-Eligible Expenses

  • Purchasing of land property, except in the abovementioned cases;
  • Subletting rights and space using rights;
  • Furniture and other equipment not directly related to essential activities or to management;
  • Purchasing of motor vehicles and other transport equipment;
  • Purchasing of second-hand goods, except for the abovementioned ones;
  • Internal costs of the promoter;
  • Interests during construction;
  • Working capital.

Incentive

The ERDF incentive shall not exceed 75% of the eligible expenses.
