MEASURE FACT-SHEET

Support to actions having a strategic and mobilising nature, market-oriented and developed through strategic partnerships between various types of organisations - public and private, profit making and non-profit making. Such actions shall aim at finding common answers to the main problems of the economic development that the "market or system failures", the entrepreneurial behaviour or the time perspective did not solved or allowed for a strategic anticipation.

Goals

  • To foster the execution of the objectives established by the Technological Plan and the Lisbon Agenda;
  • To stimulate an enabling innovation environment and an increase of business productivity and competitiveness;
  • To alter an individualist organisational culture, enhancing the role of partnerships, complementary interests, synergetic effects and structuring nature.

Beneficiaries

Public organisations and non-profit making private organisations.

Activity Sectors

Industry, Building Industry, Energy, Transport, Tourism, Commerce and Services. Exceptionally, other activity sectors may be supported.


Type of Projects

  • Entrepreneurial partnerships in assistance areas to be established through thematic and/or sectorial tenders;
  • Entrepreneurial partnerships for “Acting on Factors Inducing Financial Innovation”.

Eligibility Requirements

For the Promoter

  • To be legally established by the date of project submission;
  • To have the organisational structures adequate to project requirements;
  • To have fulfilled all obligations related to taxes, social security and the incentive paying agencies;
  • To fulfil all the regulations governing ESF (European Social Fund) support, whenever the project includes an investment in vocational training.

For the Project

  • To comply with the public policy priorities, namely as regards the implementation of the Technological Plan and the Lisbon Agenda;
  • To correspond to the implementation of relevant goals for the country’s economic development;
  • To show a real involvement of all those engaged in the design, implementation and assessment of the project;
  • To show that the multidisciplinary mechanisms that will allow relating costs to expected results are present in each action integrating the project;
  • Whenever possible, to set out mid-term objectives: if these objectives are not implemented, the following stages shall be terminated, and if they are only partially implemented the related expenses shall be proportionally reduced;
  • To fulfil all the economy, efficiency and effectiveness requirements for all the involved costs;
  • To fulfil all the regulations governing ESF support, whenever the project includes an investment in vocational training.

Incentive

Non-refundable incentive.

Financing Rates

Between 75% and 100%, depending on the type of project.

Application Submission 

Public Initiative

The submission of project proposals is non-stop and shall be addressed to Coordinating Office for Partnerships and Vocational Training of PRIME.

The project proposals shall be taken into account whenever they are acknowledged as being a priority and as having a strategic value for the progress of the objectives of the Technological Plan and the Lisbon Agenda; this acknowledgment shall be made by an Order from the Minister for Economic Affairs and Innovation, based on a proposal submitted by the Executive Director of PRIME.

Partnerships

The submission of project proposals shall be made during pre-established application stages, defined in an Order from the Minister for Economic Affairs and Innovation that will establish the corresponding time periods, themes, budgetary allocations and regional framework.


Within this context, a tender dossier will be prepared, including:

  • features of the thematic area or sector subject of the tender;
  • identification of the general and specific goals to be achieved;
  • selection and eligibility criteria;
  • information that shall be made available during the follow-up period;
  • assessment methodology;
  • financing;
  • evaluation criteria for the proposals; and procedures for proposals' submission.

The submission of applications is now suspended (Ministerial Order no. 19624-B/2006, of 25 September).

Relevant Body

A body of the Ministry of Economic Affairs and Innovation, to be defined according to the submission stages for Partnership project proposals.

Geographical Area

Mainland Portugal and the Autonomous Regions.
