DEMTEC - Incentive Scheme for the Implementation of Pilot Projects Related to Technologically Innovative Products, Processes and Systems
MEASURE FACT SHEET
Supports the dissemination of knowledge on technologies not sufficiently used at national level, and incorporated in innovative products, processes and/or systems.
Goals

To obtain the industrial validation of knowledge associated to new technologies that can be applied nationwide to products, processes and/or systems;

To demonstrate the economic advantages before a specialised audience and in a real environment;
-
To disseminate new technologies.

Industry, energy, building industry, transport, commerce, tourism and services.
Eligibility Requirements
For the Promoter
-
To be legally established and registered, according to the legislation in force;
-
To satisfy the conditions required to carry out its activity, namely having been granted the necessary licenses;

To have an organised accounting system, according to the NAP (National Accounting System);
-
To have fulfilled all obligations related to taxes and social security, and towards the incentive paying agencies;
-
To have a balanced economic and financial situation;
-
To satisfy all the rules set forth in the legislation governing ESF (European Social Development) support, whenever the project includes support to vocational training.
For the Project
-
Whenever legally required. architectural plans or investment specifications shall be previously approved;
-
To fulfil the legal conditions required to carry out business activity;
-
To correspond to a minimum eligible investment of € 100.000;
-
To be submitted before the beginning of its implementation;
-
To prove having ensured the necessary financing sources for the project;
-
To have a maximum life span of two years, beginning on the investment start-up date, except in duly justified and authorised cases;
-
To include the demonstration of the use or application of the product/process/system targeted by the project, in a real environment;
-
To include, at least, one public demonstration session and to provide regular visits to the project implementation site;
-
Not to be limited to the upgrading of existing facilities by making use of already proven technologies, and not having the development of mathematic or software models as a critical share of the investment.
Eligible Expenses
-
Construction, re-sizing and adaptation of facilities, up to the limit of 25% of project eligible expenses;

Equipment and software specifically purchased for the project;
-
Transports, insurance, assembling and disassembling of specific project equipment and facilities;
-
Technical staff employed by the promoter;
-
Technical and scientific assistance;
-
Technology transfer or purchase processes, which correspond to an effective technology appropriation by the promoter;
-
Components;
-
Raw materials;
-
Consumables for testing and experimentation;
-
Expenses related to the actual application within the user's sector, up to a maximum of 25% of the total eligible expenses of the project;
-
Dissemination and publicity of the achieved results;
-
Intervention of a certified public accountant to endorse the financial implementation of the project;
-
Expenses directly related to the organisation of demonstration sessions of new products, processes or systems, before a specialised audience and in a real environment.
Non-Eligible Expenses
-
Acquisition of second-hand goods;
-
Loan interests;
-
Acquisition of motor vehicles and other transport equipment;
-
Work done by the enterprise for itself.
Selection Criteria
The projects will be evaluated and graded according to a set of criteria; a final ranking (Value) will be awarded, estimated according to the following formula:
V = 0,60A + 0,4B
In which:
A – Demonstration merit;
B – Impact of the project on the promoter’s competitiveness.
Incentive
Non-refundable incentive.

Enterprises - base rate of 30% plus surcharges. The maximum incentive rate per project in GGE shall not exceed 50% of the eligible expenses.

Public bodies and private non-profit entities - rate of 75%.
The organisation of demonstration actions may receive support up to a rate of 100% of the eligible expenses.
The total amount of the incentive to be granted shall not exceed €750.000 per project, or €1.250.000 for projects concerning the activities included in EAC 40 (Economic Activities Classification).
Application Submission
The submission of applications is made through the launch of tenders, which purpose may be general or thematic.
Applications shall be submitted according to the established stages and those shall be officially delivered at the Innovation Agency (AdI) through a specific form provided by the Agency and available at www.adi.pt.
At the moment there are no application stages open for this Measure.
